Open calls for proposals

There are no open calls for proposals at this time. Calls are published on this page, on the CECOE website and social media (@cecoeeth), and in local or national newspapers. Member organizations are normally given 4–5 weeks to apply.

What active sub-grantees must submit

Every active sub-grantee submits the following for each reporting period in its Sub-Grant Agreement — at least two weeks before CECOE’s own reporting deadline to the donor.

Every quarter

  • Financial Report (Excel) — covering note, voucher-level breakdown of costs, totals per category, bank statement and reconciliation attached.
  • Narrative (Progress) Report — sections A–F, including the finance narrative and variance explanations above 5%.
  • M&E Reporting workbook — indicator tracking, activity monitoring, and beneficiaries disaggregated by sex and region.
  • Request for Disbursement — forecast for the coming quarter; the unspent balance of the previous disbursement is deducted automatically.

Six-monthly / annual / final

  • Six-monthly: narrative report sections G–H (results-framework progress; women and vulnerable groups).
  • End of year: section I (theory of change review).
  • Final report: within 60 days of the end date — full financial and narrative reports, lessons learned, equipment handover protocols and inventory lists, and return of any unspent funds.
  • Monthly (where the Agreement requires): financial report within 15 days of month end — cash projection, cash need, summary report, ledger, bank reconciliation and bank statement.

About CECOE

The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) was founded in 2019 to augment and coordinate the role of Ethiopian civil society in election observation, monitoring, voter education, and preventing post-electoral conflicts. Today the coalition brings together about 175 member organizations and consortiums from across Ethiopia.

CECOE was the first civil society organization invited by the National Election Board of Ethiopia to observe the Sidama referendum (November 2019, deploying 147 short-term observers), established a national election data center for the June 2021 general elections, and has been recognized by international observers as the most prominent CSO election-monitoring organization in the country.

Its core programmes are civic and voter education, advocacy and stakeholder engagement, election monitoring and observation, and research and capacity building.
